Cheapest overall: netcup VPS Lite 3
netcup's Lite 3 pairs 16 GB with 8 vCPUs and 320 GB of SSD, the most storage in the top five, with unmetered traffic. It costs €14.00 a month, billed two months at a time, and renews at the same price. It is offered in Germany, Austria and the Netherlands.
"Lite" is netcup's budget line. Its regular VPS 2000 G12.5 has the same 8 vCPUs and 16 GB for €26.01 a month, or €19.23 (about $21.55) on a 24-month term.
Cheapest with hourly billing: Hetzner CX43
Hetzner's CX43 has 8 vCPUs, 16 GB, 160 GB of NVMe and 20 TB of traffic for €16.49 a month. You pay by the hour and can delete it any time, which makes it the natural choice for a build server, a staging copy or anything you might not keep. It is hosted in Germany and Finland.
Hetzner's ARM equivalent, CAX31, has the same vCPUs, RAM and disk for $24.08. In our data the x86 plan is the cheaper of the two, so there is no reason to take on ARM's software caveats here.
More RAM for the same money: Contabo Cloud VPS 8
If "16 GB" is a minimum rather than an exact requirement, look at Contabo's Cloud VPS 8: 8 vCPUs, 24 GB of RAM and 300 GB of SSD for €14.00 a month, the same price as netcup's Lite 3. On a 24-month term it is €11.20 a month, about $12.55, renewing at €14.00. Contabo adds a location fee if you choose a region outside its home one.
OVHcloud's VPS-4 also has 24 GB, with 8 vCPUs and 200 GB of NVMe, for $26.32 (€23.49).
In the United States: InterServer at $24.00
Most of the cheapest plans are in Europe. In the US, InterServer's 8-slice VPS gives you 4 vCPUs, 16 GB, 320 GB of SSD and 16 TB of transfer for $24.00 a month, paid monthly, with no increase at renewal, and it is the one plan in the table listed with managed support. DreamHost's VPS Stack 16 starts lower at $22.99 but renews at $34.99.
Prices that drop on a long term, then jump

Hostinger's KVM 4 at $12.99 a month is the lowest price anywhere for 16 GB, if you prepay two years and accept that it more than doubles afterwards. netcup, Hetzner, InterServer and Contabo cost a little more up front and never change.
What the big clouds charge

Do you need 16 GB?
16 GB suits a database server with a large cache, several applications on one host, a Kubernetes or Docker node running many containers, a game server, or a memory-hungry Java or Elasticsearch service. If you are running one website, you almost certainly don't: 8 GB plans start at $6.16, and 4 GB plans at $5.03.
Check vCPUs as well as RAM. UpCloud's cheapest 16 GB plan has only 2 vCPUs and a 50 GB disk; it is built for memory-bound work, not for CPU-heavy jobs.
